application or script to ;do task automatically

Hello Team ,

Could you please share what application or tools could be used to automate repetitive steps using some automation which would take excel or note pad as input and perform the task.

Example. Create PO , release PO. So user will provide all input parameter in excel and application could perform the creation and execution process.
