Hi,
What does it take for us to give the developer access key in the QAS client for the Abapers to do direct code changes in the QAS client?

No.. No.. No.
The Developer access keys are used to create/modify the ABAP objects. They are to be executed only in Development servers. QA is for UAT and no direct changes are allowed as a best practice.
Otherwise you will have inconsistent versions across the landscape.

Why bother with QAS, give them dev access in PRD.
Then decommission DEV and QAS. No more inconsistencies.

why do you want to do the changes in the QAS? are you having an SAP development system? if it is yes, then the same change can be done in development, create the change request (TR) to move QAS. as per SAP standard it is not advised to do the changes in QAS, during the upgrade time you may face a lot of issues if the landscape is inconsistency.

A developer key is valid for all systems with the same installation number. So your devs already have the key. But the QAS system is locked for changes for good reasons so your devs cannot do changes in QAS.
