i can see some notes but for some i get that "botched" error message.

I guess you want a generic answer for all SAP notes.

I confirm that I can read the note 864172 with my S-User (S0003XXXXXX).

I can't access https://help.sap.com/docs/SAP_NETWEAVER_700 right now, 404 page not found, I guess the portal is more or less down.

Hello,

There are some SAP Notes that are intended to be available for a specific group of S-user only. There are many different reasons, like not officially released content that must have agreement, under test, etc.

It is not expected to have those SAP Notes available through the search tools. So, if you receive it from other channels than SAP development or technical support, this can be the reason for the lack of access.

what i'm trying to say is that until i try to read the note i cannot tell which is which and after authenticating i'm only finding out that my S id is not "strong enough" while google gives a snippet of what's in the note. i'm not even mentioning that SNOTE transaction is not available to "power users" any more while I would only want to use it for reading and not implementing any code. it started happening to some help files, too. when launched in the application it opens versioned file matched to it only to say that's it's wholesale "out of support".

can someone convince me this is not the tail end of AI or more "aggressive" licensing of SAP body of knowledge content?

yup, that's what i thought and thank you for confirming.

gotta pay for knowledge that used to be open source or free.

my prediction is that AI won't be free "for ever" and will become expensive once it gets rid of its hallucinations.

I'm afraid to say that the access behavior has not changed, or at least not changed in the last 10+ years. So, nothing related to AI at all.

There are repos with free info (Community, Support Content, Help Portal, Public KBAs, tutorials, videos,...) as well as having gated content (KBAs, SAP Notes, etc).

Again, it didn't change recently.
