Table SEOCLASSDF field CHANGEDBY has info "Last changed by" of SE24 classes.

As already written look at table SEOCLASSDF (class def) but look also at a table like VRSD (versions) for subobjects (CPRI, CPRO, CPUB, METH, REPT, etc.)

Do you mean class attributes, source code, list of methods, attributes, events, and so on? Maybe you could use existing existing tools depending on your goal?
