It can vary from no development to some modifications in user exits. Vertex is used for external tax calculations and you need some configuration to enable it. See the customization path below.

SAP Customizing Implementation Guide
-->Financial Accounting
     -->Financial Accounting Global Settings
         -->Tax on Sales/Purchases
             -->Basic Settings
                 -->External Tax Calculation

If your requirements need some user exits, then look at the documentation of the configuration step under the "Develop Enhancements for External Tax Calculation" in the above config tree.

I worked on it a long time back but I can probably help technically. I know that these are the config steps but I haven't done this configuration.
