Should developers or functional persons be allowed to change TVARV values in production? What are the normal rules with regards to TVARV access in prod? Should it be display only? Who can do changes in it? Should changes be transported only? What are the consequences? How different are they from the dev and test systems?

I would say functional.

It depends.. At our place, the netries are created in Dev & transported to Prod.. any subsequent maintenance is only via a custom function call..

Hi there. Generally we do not allow developers to have change authority for TVARV in production. Certain users are allowed to make changes, however. They are given access to transaction STVARV. You can modify authorizations so that a user only has the ability to display through this transaction or can also make changes. It can be quite important to limit access to this transaction (and the underlying table) in production, depending on how you are using the entries. For instance, we have a payroll-related program whose variant uses this table. It's important that the table entry contain the correct date in order for our program to produce the correct results. So we have our payroll users maintain the table. We do not transport changes to the table from our DEV or QAS systems; instead, our maintenance is done directly in PRD. I hope this helps.
