Yes it's possible .While saving the layout set it will ask the package name ,in the mean while we wil create request for that layout.

Go to se03 t-code,
Click on include objects in the trans request.
Click on the selected objects radio button.
enter the following in the empty box in the selection.
click on the checbox R3tR FORM formname
and execute it and then place cursor on the formname and click on request, then it will ask for a request.

Save your layout and give your request , It will be stored in the request .
