First, you have to release the task and transport from DEV via tcode SE01. Go to SE01, enter the transport request number, click on Display. Then select the task and release it by pressing on the truck icon. Then release the transport request. After the transport request has been released from DEV, you should be able to see it already in QA via STMS.

The Same procedure for QA to Production but the approval process(by the Project Team) is mandatory.

The setup of the Transport route has to be configured.

You can check the step by step procedure at many places. This is one of the many links that explains the TMS setup later to which the transports can be imported to QTY from DEV.
