I didn't know how to use bapi BAPI_REFSETOFOPERATIONS_CREATE to associate components to bill of material same funcionality of transactions CEWB and CA02.

If there is any other bapi to do this functionality, please show the example or the bapi name.

Hi,

you can see this function to SAP:

IDOC_INPUT_REFSETOFOPR_CREATE

functions of these modules really working master detail, fills a header and then the positions.
