That FM calls CONVERT_TO_LOCAL_CURRENCY which has reasonable documentation attached (e.g. about table TCURF)... I'd also suggest you unit test your call to CONVERT_AMOUNT_TO_CURRENCY in SE37 and see what messages are being returned.
