u can at SM12 for all the locked table entries.

i am not asking about, where we can see the locked tables i am asking about how we can(process) lock the tables

Don't give the users SE16, SE17, SM30, SE38, SA38 etc. Restrict S_TABU_DIS as appropriate for the tables you want to protect.
