I have created Ztable in se12 and activated it. When I click on Utilities -> Table Maintance Generator it showing an error message 'Transaction is Locked'.

Asper my knowledge, SE12 is only for display purpose . we cannot create any of the Data Dictionary objects. And i have created ztable and viewed in se12. I did not get this problem. Better check it once and create from the first step.
go to SM12 and see is there any locks on that table. if yo find any locks delete it and again go to utilities-> table maintanence generator. now you wont get any error.
make sure that you should create table properly with table maintanece allowed option and activated it without any warnings.
come out of all the transactions and go to SE55, enter table name and select 2nd radio button (Object generation) then press create button.
Now check if function group that you are giving at maintainance genarator screen is already exist or not, if same is already not exist than give the name that you want in the function group field else give some other function group name, new select futher steps and press create button.
same should resolve your problem, let me know if you still find anymore difficulty.
