Standard Function module to create a PIR ?

Hi All,

1.Is there any standard Function module to create a PIR ?

2. I will get a flat file from legacy system . Do we have any option in SAP with out coding to convert flat file in to IDOC?

2. Do we need any coding to poulate data in Standard IDOCS?

For example : I have MATMAS idoc . I will get a file from legacy system . I need to populate some of the fileds . Do we need any coding here?
