There are customizing requests and workbench requests. Whenever a consultant saves any data in IMG (customization) or maintains table entries for customization customizing request is generated.
Most of the customization requests are client dependent.
Work bench request is generated for custom programs (Reports, screens, fm's, tables, classes, bdc's etc.)
Workbench requests are across the clients except for SAP Scripts.

I hope you are asking about workbench request. It is same as explained above. Whenver you create a custom program you would need to assign it a request so that you could transport it to QA / DEV.

I hope you are asking about table maintainance generator of ABAP Dictionary. It is used for generating maintenance view.
> 4. What is the purpose of table maintenance.
For some of the customization which are not maintained in SPRO, SAP has provided a provision for maintaining table entries directly by table maintenance.
However, you can also generate a table maintainance for custom tables by choosing option 'Delivery/Maintenance allowed' in technical settings.
> 5. How to transfer smart forms.
You can transport a smartform with the corresponding change request. However you can also download them.
> 6. As scripts are client dependent then how to transfer from one client to another .
SE71 -> enter the script name -> Utilities -> copy from client -> specify source client, script, you would have option to copy in only logon language or all the languages.
> 7. If a table with max no of records . I want to transfer some recors to production , >some of them to quality. How it is possible.
Note that you would not transfer master and transaction data either to quality or production. You would create the data in the specific servers in question. You would only transport customization data and your custom programs.
