In SM50 transaction (Process Overview) is it that we can only debug programs that are run by a user and we are also logged into SAP system by that user?

you can debug code of other users and kills the job of other users... you need not log in as other user.. to see other users...

I am trying that. but i dont know for what reason i am not able to debug. When i am trying to select debuggin option no window for debuggin is appearing.

some times it happens... make sure you select the correct process and run for the debugger... else try logging off and try again...
