It's a very useful setting, delivered turned off, apparently. Essentially, if I am in a transaction, and I don't have a breakpoint where I need, I can open another session (create session) go into the object I want to debug and set my breakpoint, then proceed in my first session. The first session will enter debug when it encounters the breakpoint just set in the 2nd session.
IMHO, everyone who does serious debugging should have this setting turned on.
