The transaction SEGW belongs to the software component SAP_GWFND (SAP gateway foundation).

SAP Netweaver 7.00 SPS 09 was released about 15 years ago...

I think, it is hardly possible to upgrade a system, which is 15 years old and already for years out of mainstream maintenance. The best option is to install the actual version of Netweaver 7.50, where SAP gateway is already included.
