restrict global layouts

How can we restrict access to users to not change global layouts for any sap transactions (Eg like WB23)? Any suggestions other than restricting S_ALV_LAYO are appreciated.

We haven't been able to find any method other than S_ALV_LAYO. The SU24 defaults for many t-codes include a 23 for this auth object, and we manually disable this auth object in every role. Be advised that on the FI side there is another auth object (F_IT_ALV) that comes into play for layouts.
