I don't think there is any default value of SY-UCOMM, if at all then it should be SPACE / INITIAL.

It depends on the transaction and function the user is choosing.

SY-UCOMM is used all around SAP (classes, SAP Dialog Programming, ABAP, forms, and a long etc.).
