Hi,
In the R/3 4.6c environment, there is an option for creating Reference users (User Administration). I don't find the reference users option in ECC 6.0. Any idea how to create reference users in ECC 6.0 environment? Also in the R/3 4.6c environment it was possible to categorize the user as dialog/background/service etc.. users. I don't find that option in the ECC 6.0 either.

Reference users are also available in ECC 6.0 - it is in the same place - under the "Roles" tab. If I recall correctly there are some slight changes - you can no longer use any type of user as a reference user - it has to be a user type called "reference".

By the sound of it, you are either in the child system of a CUA or your access rights in the user administration are such that you cannot create users (or the User Administration access you have is forcing a certain user type).

Try transaction SPAU, execute for modifications to transactions, and explore transactions for SU01.
My guess is that you are using a transaction variant for SU01, and there is no intention to maintain the user type (so it will default only to Dialog, for example).

The reference user in the role tab is for adding roles from a reference user. I want to create "the reference user" and I am not able to find the field to flag a user as a reference user.

I mentioned that in my previous post - the user type has to be a "reference" user type.
Just to clarify - if you want to create a user type - "reference" - you need to define it under the logon data - user type "reference", but if you want to use this user as a reference to assign additional rights then you do it under the "roles" tab. ie. User B is the reference user, but user A is the one where I want to give the access from B so then I go to the roles tab and assign user B as the reference user.

It depends. See SAP note 513694, solution # 2.

Yes - quite right, but I had assumed that he had applied this note and the recommendation since he said he was familiar with "reference users" and had used it in 4.6C.
