When a program is created and need to be transported to production does selection texts always go with it? If not how do you make sure? Can you change the CTS entries? How do you do it?

in general the selection texts, text symbols and list headings will be transported.
If you translate texts with SE63 into another language may be you encounter problems. Check whether the changes are in the correct transport or in a local change request.
If necessry you can add the objects from local change request to your transportable request.
If you don't want to transport only the delta of an object, you can change the objects in the task too.
eg instaed of LIMU / REPS / <report name> you can use R3TR / PROG / <report name>.
Same works for function modules: instead of LIMU / FUNC / <fm name>
you can transport the complete function group R3TR / FUGR <function group name, to which the function module above is assigned>
