Problem with release strategy on Purchase requsition at header level

Hi All,

I am having a problem with the trigger of the release strategy. For the changes on the Purchase requsition exit level, I have used the M06B0005 release strategy exit.This is added in the Project and activated. Now release strategy has been configured, though am not sure whether config settings are correct or not?

And the problem is release strategy does not trigger, when we create a purchase req, but when we go to me52n and change something and check, this strategy gets triggered! Now is there a reason for not triggering due to active Project? Is it possible?

Please give me some valuable input as this is quite urgent... Points will be rewarded for helpful answers.
