Problem in CUA - Users getting locked

Recently, we have configured CUA.

But while working on CUA, whenever we are transferring the user from Child System to Parent System using the transaction code SCUG, immediately the transaferred users are getting locked.

I am not ready at the moment to transfer the user of Production as it could hamper the business.

please let me know the possible reason for this?
