You shouldn't, that's a functional job, mostly assigned to HR.

It's still nice to know how it's done, exploring transaction PPOME will help. For details I advise you to look in an HR forum as the structure itself is not really a security topic.

It depends, I have been on projects where some of it has been maintained by a team containing security admins and HR people. Generally it is not a task which would sit with security unless you know exactly what you are doing.
