I have a following doubt on org level

1. Manually created Org levels can be transported or Not?

2. manually created Org Levels are client dependent or independent (any notes?)

Nope, you have to run PFCG_ORGFIELD_CREATE in every sytem client as it has to check and adapt existing roles.
