M7 021 Error

Use BAPI:BAPI_GOODSMVT_CREATE to create 162 return orders goods, first return can succeed, but the second return on the newspaper M7 021 error : the shortage of PU quantity. But MIGO can be used repeatedly on the PO return. Who can give me an answer?
