only SAP* is able to login for all new created users it gives following error "logon not possible (error in license check) "

Pl help me if anyone solved this type of probl

Looks like a problem with your license, which has expired?

you need to install sap lisence .

logon to sap using sap* then install lisence using tx: SLICENSE

Now it is showing another message "you are not registered as a developer. Pl register in the online service system (OSS).

It is asking for Access Key .....

You cant perform modification SAP objects unless your User Id is registed as developer at SAP market place.

Login using your OOS id at matker place and register your user id as developer in the system you are login in.

No - SAP* is not allowed to modify any repository objects (in contrast to DDIC) - despite his powerful SAP_ALL authorizations. That's intended.
