Kernel BADI multiple implementation.

In kernel BADI multiple implementation , if both the class implementation is inactive then also it is not going for dump even if I am not using fallback class, Why?

The question is not clear at all for me. The "why" is about what exactly? The fallback class is called when there's no implementation. An inactive BAdI implementation is not called. Why are you talking about a "dump"?
