In QP02 Display inspection plan : Characteristic Overview there is a button called Consistency Check Ctrl + F10. This displays a message log associated with the inspection plan. How can I extract this data ?

When you display the log, try menu List -> Export -> Local File (or other types).

The above does not help much. I am looking to extract the contents in a program. I already know how to do it online. Is there a function module that enables me to extract the contents ?
