Identify this function

Hi!

Unfortunately I don't know this function's name in english, please identify it for me, if you know it.

Check out the picture below, it's from a 4.6c system:

So if I click on the button to the left of the transaction's title, a few functions will appear.

How can I handle these functions? Is there a way to modify/extend them? Or add new functionalities? If yes, then how?

This functionality is known as GOS(Generic Object Services). This is used in case of POs or sales orders or any transaction which would require the presence of attachments or files which is at the user's discretion.
