i am looking for a funcion module which can give me user personal details with the input being the user last name and first name ? is there a standard function module which can support this ????

You could try BAPI_USER_GET_LIST but would need to handle the result if there are more than one records returned, which begs the question --> why are you using these import parameters and a meaningless subject title for your question?
