Can anybody please tell me how to apply the oss notes (1687943) manually step by step. Appreciate your help.

Where is the problem, just create an empty report in one of your customer namespace Z_DCK_SYSLOG_70* depending on your version, and copy the source code of the corresponding attachment in the note, then execute the report. For other languages, copy the report and translate the texts manually.
