Handling unit Validation when creating Outbound delivery.

Hi folks ,

I got a requirement to write validation for Handling Unit number whether it is assigned to any other outbound delivery , when creating or changing outbound delivery.i have gone through forums but i didnt find any and i also tried save_document and save_document_prepare user exits but no use . please suggest me what to do and how to do.

Shouldn't it be something you setup via customizing?
I remember the last time i worked with HU, this kind of control was active out of the box
