Do you know if there are any function modules which provide the information like how many dialog/background work processes are in use and available?

You can use FM SWNC_STAD_READ_STATRECS.

Also suggest you see Frank Klausner's NW2004s Workload Statistics Collector: Implementing a BAdI as user exit this site (/people/frank.klausner/blog/2007/01/19/nw2004s-workload-statistics-collector-implementing-a-badi-as-user-exit).
