FM or BAPI for t.code 7KE1

Hello,

I have to upload data into SAP for t.code 7KE1. Tried doing a BDC for this , but it is not working as I am expecting it to. Is there any Function Module or a BAPI which I could use instead of a BDC ?

BAPI_REQUIREMENTS_CREATE

or

BAPI_REQUIREMENTS_CHANGE
