Filter Value Check for BAdI Implementations: by own program

I would like to create a BADI with Filter. Usually all use the type Automatic throug Dictionary. I dont want to hardcoding in ABAP values from Custom izing and that is why all would like to use for that an option "by own program"

Is anybody who know how to do ? I have nothing about in Help.
