Error with transaction IW28

Hello,

We have an issue regarding a user who is unable to complete "N4 orders in SAP" using the tcode IW28. SAP gives him a message: USTAT Security Failure: ZPM00035NOTC. The user also provided us a transaction analysis screenshot that provides a data for Influence of system status on transactions. The Notification Completed status in this area shows "disallowed".

An SU53 analysis or ST01 trace showed no authorization errors. Is this a Security authorization issue? If yes, how can we resolve this?

Is this a issue with 1 user or all the users. Did you try sql trace to identify where exactly the issue is?
