SAP Menu is the standard menu that contains majority of the transactions.

User Menu is driven by the Role's Menu, and the Roles assigned to the users. So if you assign a role with empty Role Menu, the User Menu will be empty.

So SAP menu will have transaction that users have no access to, but its a good place to look for transaction code, because they are group logically.

User Menu will contains all the transactions users have access to.

Two useful transaction to search the menu: Search_sap_menu & Search_user_menu.

User menu is you give t codes user it show in user menu and sap menu is all T code and authorization show
