Dialog Program Question

I have a transaction that calls a dialog program with the screen fields in English, our China location has started using the same transaction but wants the screen fields to display Chinese.  I tried to set the language to Chinese before the screen displayed but that didn't work.  Can anyone tell me if there is an easy way to change the screen fields from English to Chinese or do I need to create a new screen using Chinese characters and depending on the logon language call the appropriate screen?

Goto se63 -> Menu ->Translation - > Short texts -> Screen Painter.

Do you happen to know once you enter make the language chanegs if these can be transported?
