In order for someone to be able to change tables, or post entries, or modify anything in production, do they need only Debug with ACTVT = 02 access alone? Or does that access need to be paired also with posting or edit access?

I guess it's an exam question to apply for a job. I think you should first learn the authorization concept, and you'll be a good candidate for the job (and you'll be able to answer this question easily).
