Need Help with Variant User Roles

I am setting up a new variant user in order to avoid changes from business users that could cause problems.

I require your expertise in determining the specific roles that need to be assigned to this variant user.

Could you please provide your insights or suggestions on what roles would be most appropriate for this system variant user?

I think it's inappropriate to assign SAP_ALL as a permission. At least, i think transaction code SE38 should be assgined to the variant user.

Variant user is the SAP user who can only maintain program variants.

I belive that, in most cases, it's common to designate a single user who is authorized to make variant changes. If variant registration is carried out by a specific user, it helps prevent business users from arbitrarily modifying the variant.
