Hi,
The Cross Apps concept available in R/3 (Release 3.0) supports the development of applications across different SAP systems. It incorporates the exchange of business information across these systems whilst ensuring consistency and integrity of the data. This functionality is achieved with the use of Idocs (Information Document) as opposed to the use of a centralised database.

Cross-Application Components (CA)
An object that refers to all data objects (tables, entities or processes) that relate to more than one business application.
Examples of cross-application components are ALE and Workflow.

just take the literal meaning.. cross-app stands for the components/applications/functions that are applicable across different functional areas/modules in SAP ie FI/HR/SD/MM etc..
