creating work orders tcode iw31

Hi all, I am trying to use function module BAPI_ALM_ORDER_MAINTAIN to create an order, see code below! unfortunately when i execute this code i get the following error message returned in the return table

'You must enter an order number to change an order'.

Does anyone know how i can over come this? any ideas would be much appreciated. Regards

Please provide a sample code, wouldbe appreicated as well.
