Creating two Quotation at one time

I have a strange requirement.

Am not sure if this is feasible or not.

I am creating quotation in VA21.

The item quantity is 100 for example.

this material cound be located at 2 storage locations.

ST1 and ST2.

I need to check if the material is available to maximum level in ST1. If yes , well n good.

If not, I need to go to ST2 and check.

But the problem is : there should be 2 quotations one for material from ST1 and other from ST2.

As far as I understand, VA21 can create one quotation at a time.

Please help me to achieve this.

storage location is at line item level of quatation.

for same material create 2 line item,

one for storage location ST1

and another for storage location ST2.

I assumed the same but business wants 2 saperate quotations and they will be creating 2 sales order later using them.
