Creating objects in DOKTL table for explanations.

Hi All,

How to create an explanation window same as the one in LIBS t-code. In the transaction code LIBS in the application tool bar we have a tab called 'Help Texts'. On clicking this we are getting a window with explanation.

This text for this is fetched from DOKTL table. Can anyone tell me how to create the same type of explanation window in our custom program.

I need to know when and how this table 'DOKTL' is getting filled?. Is there any t-code where we can maintain this objects.
