how to fix this
cannot change/delete/rename the classic badi in development system after transporting the transport to QAS system.

there is an issue in QAS system so i need to fix the issue in Development system and transport it again to QAS after fix but this error is preventing me to change/delete/ or do anything .

unlike in se38 and smartforms , etc. if you change the program it will ask you to create/select a tr

Weird. It should ask for a new TR, same way as for any kind of development object. Check the SAP notes.

NB: you want to "change/delete/rename the classic BAdI", hopefully I guess you mean a Custom Implementation of a classic BAdI. By the way you can't rename.

yeah it is weird it is my first time i encountered this, i can only display the custom badi program and other buttons are not allowed (rename,change/edit,delete,etc)

Did you make sure that the ID of the Source System of this BAdI implementation (shown in the Object Directory Entry) is the same as the current system?

It may be worth a shot to reverse the status of the original transport using program RDDIT076.

Look at the transport through SE01. Is it actually released, or just a task? Do you have a released task on it, and not authority to add another one?
