Betterin the sap easy access menu go to Tools->Administration>User Maintenance-->Central User Administration

If you mean user admin then refer tcodes under

Tools->Administration-->User Maintenance and User information Like

SU01 - Users

SU01D - Display Users

SUGR - Maintain User Groups

S_BCE_68001402 - With Unsuccessful Logons

RSUSR200 - By Logon Date and Password Change

S_BCE_68001403 - List of Users With Critical Authorizations

S_BCE_68001418 - By Role Name

S_BCE_68001421 - By Profile Assignment etc
