You must create a Tcode matrix with transactions and organizational levels for each single role. Then define all mutual incompatibility between transaction and roles to solve and SOD scenario.

It might be wise, due to the complexity and level of effort involved, to look into a tool to automate this review such as Compliance Calibrator

Each organization will have different business processes and subsequently different SOD conflicts. Each should be evaluated accordingly. ie. a company with 1 person in Finance will have a number of conflicts since this person performs all of the Finance functions, but it would not make sense to hire additional people just so you could have SODs resolved.

Virsa CC - will also come delivered with rules for your SOD matrix but this should be "configured" for your organization.
