Bapi to create Rebate Agreements

Hi,

I need of a way to create Rebate Agreements with Conditions (equivalent of Transaction VBO1) without doing a BDC - does anyone know of BAPI or any other mechanism to create the same.

Im currently using a 2step approach - combination of BAPI (BAPI_Agreements) and IDOC - BAPI_Agreements does not create conditions, hence a 2step approach - this works but is not a smooth process.
