this this bapi to create an outbound delivery?

what would be the difference between oubound and inbound?

Use BAPI explorer (Tcode BAPI) to find some documentations about BAPI, under node Logistic execution.

Else, yes, BAPI_OUTB_DELIVERY_CREATE_SLS can be used to create delivery but from sales order.

Outbound delivery is common delivery shipped from your company to your customer.
Inbound, is delivery linked to, for example, a purchase order used in intercompany process, when a plant (as vendor) send manufactured material to another plant (as customer). Inbound delivery is related to "customer" plant.
